What is" Be Born again"?

It is to receive water baptism and receive the Holy Spirit.

Scripture says: being baptized into christ. It means the one who has not been baptized is not into christ.

Or don’t you know that all of us who were baptized into Christ Jesus were baptized into his death? (Romans 6:3 NIV)

for all of you who were baptized into Christ have clothed yourselves with Christ. (Galatians 3:27 NIV)

Scripture says: Only by receiving the Holy Spirit we belong to christ. It means if the one has not received Holy Spirit doesn't belong to christ.

You, however, are not in the realm of the flesh but are in the realm of the Spirit, if indeed the Spirit of God lives in you. And if anyone does not have the Spirit of Christ, they do not belong to Christ. (Romans 8:9 NIV)

And you also were included in Christ when you heard the message of truth, the gospel of your salvation. When you believed, you were marked in him with a seal, the promised Holy Spirit, (Ephesians 1:13 NIV)

Jesus said: no one can see the kingdom of God unless they are born again.”(John 3:3 NIV)

Then, how can we be born again? Jesus said again: be born from water and Holy Spirit.

What is born from water and Holy Spirit? Paul said: washing of rebirth. That is to receive water baptism and receive the Holy Spirit

Jesus replied, “Very truly I tell you, no one can see the kingdom of God unless they are born again.”“How can someone be born when they are old?” Nicodemus asked. “Surely they cannot enter a second time into their mother’s womb to be born!” Jesus answered, “Very truly I tell you, no one can enter the kingdom of God unless they are born of water and the Spirit.(John 3:3-5 NIV)

he saved us, not because of righteous things we had done, but because of his mercy. He saved us through the washing of rebirth and renewal by the Holy Spirit, (Titus 3:5 NIV)

Therefore, After Cornelius family received the Holy Spirit, Peter baptized them in the name of Jesus with water.

Samaria people had received the water baptism but hadn't received the Holy Spirit. So Peter came from Jeruselem and prayed for them so that they could receive Holy Spirit since Holy Spirit hadn't yet come on them, they were only baptized in the name of Jesus.

Finally, they were all born again which meant they were all born from water and Holy Spirit.

While Peter was still speaking these words, the Holy Spirit came on all who heard the message. The circumcised believers who had come with Peter were astonished that the gift of the Holy Spirit had been poured out even on Gentiles. For they heard them speaking in tongues and praising God. Then Peter said, “Surely no one can stand in the way of their being baptized with water. They have received the Holy Spirit just as we have.” So he ordered that they be baptized in the name of Jesus Christ. Then they asked Peter to stay with them for a few days. (Acts 10:44-48 NIV)

When the apostles in Jerusalem heard that Samaria had accepted the word of God, they sent Peter and John to Samaria. When they arrived, they prayed for the new believers there that they might receive the Holy Spirit, because the Holy Spirit had not yet come on any of them; they had simply been baptized in the name of the Lord Jesus. Then Peter and John placed their hands on them, and they received the Holy Spirit. When Simon saw that the Spirit was given at the laying on of the apostles’ hands, he offered them money and said, “Give me also this ability so that everyone on whom I lay my hands may receive the Holy Spirit.” Peter answered: “May your money perish with you, because you thought you could buy the gift of God with money! You have no part or share in this ministry, because your heart is not right before God. Repent of this wickedness and pray to the Lord in the hope that he may forgive you for having such a thought in your heart. For I see that you are full of bitterness and captive to sin.” Then Simon answered, “Pray to the Lord for me so that nothing you have said may happen to me.” After they had further proclaimed the word of the Lord and testified about Jesus, Peter and John returned to Jerusalem, preaching the gospel in many Samaritan villages. (Acts 8:14-25 NIV)

The being born again is through the true word. Only this Word is the true faith. Only we believe in true faith and receive the Word so we can be born again. This is the true faith of God which was preached by Peter and Paul.

For you have been born again, not of perishable seed, but of imperishable, through the living and enduring word of God. (1 Peter 1:23 NIV)

Were Paul born again the moment when he believed in Jesus? Not yet.

Three days after Paul believed in Jesus, he arrived at Damascus. At Damascus, Annannia met Paul who preached True Word to Paul. At that moment, Paul received the Holy Spirit and then was baptized with water. Paul was born again. It meant Paul was born again three days after he believed in Jesus. Thank God!

As he neared Damascus on his journey, suddenly a light from heaven flashed around him. ...“Now get up and go into the city, and you will be told what you must do.”...For three days he was blind, and did not eat or drink anything. ...Then Ananias went to the house and entered it. Placing his hands on Saul, he said, “Brother Saul, the Lord—Jesus, who appeared to you on the road as you were coming here—has sent me so that you may see again and be filled with the Holy Spirit.” Immediately, something like scales fell from Saul’s eyes, and he could see again. He got up and was baptized, and after taking some food, he regained his strength. Saul spent several days with the disciples in Damascus. (Acts 9:3,6,9,17-19 NIV)

“A man named Ananias came to see me. He was a devout observer of the law and highly respected by all the Jews living there. He stood beside me and said, ‘Brother Saul, receive your sight!’ And at that very moment I was able to see him. ...And now what are you waiting for? Get up, be baptized and wash your sins away, calling on his name.’ (Acts 22:12-13,16 NIV)
